In 2014, Alabama passed a bill called “Carly’s Law” that allows the University of Alabama at Birmingham to conduct an effectiveness research and administer CBD Hemp Oil to children with seizure disorders. According to the law, it is also legal to possess CBD by the parents and legal guardians of these patients.

In 2018, Alabama Attorney General Steve Marshall has updated a public notice legalizing industrial hemp and CBD in the state.

Marshall’s office said that cannabidiol is legal to produce, sell and possess in the State of Alabama if it's derived from industrial hemp and contains less than 3% of THC. THC is the component of cannabis and hemp known for its psychoactive properties, but if its levels are below 3% you won’t get the “high” effect.

The changes to the law were issued to reflect the 2018 Farm Bill, which is a piece of national legislation that allows states to produce and sell industrial hemp within their jurisdiction.
